The Community Development & Engineering Department is responsible for administering and reviewing all building, development, and planning projects in the City of Duluth.

*All Land-Use applications are to be submitted in person.

The City of Duluth Application Process

STEP 1
Review appropriate submittal requirements and required inspections for the type of permit you are seeking. If necessary, download applicable forms.
 
STEP 2
Gather and fill out all necessary documents and forms.  

STEP 3
Upload and submit your application with all of its required documents to our portal.

Revisions and Field Changes
In addition to new applications, all revisions and field changes are uploaded to your existing permit through our portal. Please review the appropriate upload requirements to ensure your plans are reviewed in a timely manner.

STEP 4
Use your permit number to locate your permit through our portal to make changes or view status
