Chief Jacquelyn Carruth began her career with the City of Duluth Police Department in 1996. Since then, she has worked in nearly every area within the police department, including Administration, Patrol, Community Policing, Criminal Investigations Division, and Special Operations. She served as the Deputy Chief since 2014 before being appointed to Chief in 2022.

For over two decades, Chief Carruth has been working her way through the ranks while focusing on developing her leadership skills. She holds a Bachelor of Arts Degree in Psychology from Framingham State College in Massachusetts and a Master of Public Administration Degree from Columbus State University’s Law Enforcement Command College. Chief Carruth has also attended the Chief’s Executive Training held by the Georgia Association of Chiefs of Police. She is a graduate of the 252nd Session of the FBI National Academy. Colonel Carruth also graduated from the Georgia International Law Enforcement Exchange Program (GILEE).
