What is a comprehensive plan?

A comprehensive plan consists of three parts:

  1. Community Assessment: This document tells you what your community looks like, it’s a state of the union of sorts. It looks at housing, transportation, natural resources, employment and wages-kind of like looking in the mirror and assessing yourself.
  2. Community Participation Program: This document outlines our plan for ensuring that all of the diverse interests of the citizens of Duluth are represented in the planning process.
  3. Community Agenda: This document outlines what you want to look like. The Community Agenda is the city’s vision of it’s future. It tells people who we want to be and how we plan on getting there.

What is a visioning workshop?

Visioning workshops are meetings in which all attendees participate in visioning exercises that are designed to get everyone’s creative juices flowing toward establishing a description of the community’s future-its “vision.” Vision exercises often take the form of mapping exercises, questionnaires and brainstorming sessions.

What is a Stakeholder?

Stakeholders are people or organizations that have a vested interest in any outcome of the comprehensive plan. They can include city residents, elected officials, civic organizations, schools, etc. People who have a “stake” in the future of their community.

I don’t have the time to attend meetings, but I have some ideas or comments on things about the city that could be improved.
