Ed Johnson has been employed by the City of Duluth since 1986, serving in
numerous positions including Police Radio Operator, Patrol Officer, Sergeant,
and Police Planner. In 2003, he became the city’s first Human Resources Manager.
He is responsible for the entire range of human resources management functions.
Ed’s academic qualifications include an A.S. in Business Administration, a B.S.
in Criminal Justice, and a Master of Public Administration. He is currently
pursuing his Human Resources Manager certification by the Georgia Local
Government Personnel Association.
Ed also teaches part-time at several state technical colleges in business
management, human resource management, as well as security officer, first aid
and CPR.
His instructor certifications include:
- General Instructor by the Georgia Peace Officer Standards and Training Council
- Classroom Instructor by the Georgia Board of Private Detective and Security
Agencies
- CPR/First Aid Instructor by the American Red Cross, American Heart
Association, and American Safety and Health Institute

Jocelyn Schwartz joined the City of Duluth in October 2005 as the Payroll &
Benefits Specialist. She has both administrative and management experience in
the Human Resources field. Jocelyn graduated from Atlanta Christian College with
a Bachelor of Science degree in Business Administration. She is currently
pursuing her Professional in Human Resources (PHR) Certification.
