Street Maintenance

All City streets are evaluated annually for resurfacing priorities. Each street is assessed on overall condition then rated on a scale from 1 to 5, with 1 being worst and 5 being best.

Example of streets rated Level 1 (Extremely or Very Poor)
Street has countless various failures; e.g., rutting, potholes, severe cracking with large chunks popping out, numerous repairs, structural (or base) restoration needed over most or all of road.

Example of streets rated Level 2 (Poor)
Street has numerous and varied failures, e.g., sinking, potholes, numerous repairs, severe cracking with small chunks popping out, no major structural repairs necessary yet (but will begin unless repairs are made promptly). Level 2 streets usually have these problems but only over sections of road, not the full length.

Example of streets rated Level 3 (Fair)
Street has various cracks over the full length, some sections may be slightly worse than others, but no sinking, rutting or large potholes. Street probably has had a few repairs, some may be large. Many streets within Duluth fall in this category.

Example of streets rated Level 4 (Good)
Street has a few cracks, some sections may have slightly more cracking than others, but overall street shows no major wear. No potholes and no repairs. Many streets within Duluth fall in this category.

Example of streets rated Level 5 (Very Good)
Street has no cracks and no repairs and is as good as a street gets. Streets rated 5 are usually brand new or just a few years old.

Streets rated 1 and 2 are given first priority for resurfacing funds; upon completion of streets rated 1 and 2, as funding allows, streets rated 3 (or fair) are considered.

The 2008 Pavement Evaluation Spreadsheet is available; the document shows the rating for each City maintained street.
