Building Inspections

Inspections must be called in before 4:00 p.m. in order to be completed the following business day. Inspections left on the machine after 4:00 p.m. may not be done the following business day.

If you would like to fax in your request, please download the inspection request form and complete the required information (permit number, address, lot/block or suite number, your name and contact number, project name, and type of inspection). Fax the completed form to 770-814-3008.

The City’s building inspector, Ray Campbell, is part-time only (8 am to Noon).  He can be reached at 678-475-3523 or via email if you have questions.

Covered Work
No work shall be covered until all required building, plumbing, electrical and mechanical inspections have been done.

Certificate of Occupancy
No building will be occupied without a Certificate of Occupancy from the City of Duluth. The C.O. issued by the Gwinnett County Fire Marshal is not adequate – you must have both. A copy of the Fire Marshal Certificate of Occupancy must be provided for the permit file. The Gwinnett County Fire Inspector may be reached at 678-518-6020.

The following items must be completed prior to issuance of the Certificate of Occupancy. A passing final building inspection does not allow the business to open, there are other issues that must be completed before Staff will release the Final Certificate of Occupancy.

  • Electrical affidavit on file, to verify contact Carol Hill
  • HVAC affidavit on file, to verify contact Carol Hill
  • Plumbing affidavit on file, to verify contact Carol Hill
  • All re-inspection fees paid, to verify contact Carol Hill
  • Building inspection passed by the Building Inspector, Ray Campbell (678-475-3523)
  • Site inspection passed by the Development Inspector, Steve Lykins
  • Water and sewer TV tests and as-builts, verify by calling Charli Young at Gwinnett County Public Utilities Dept. (770-822-7150)
  • Fire Marshal C.O. on file (builder provides copy for City files), to verify contact Carol Hill
  • Detention pond certification and as-builts on file, verify with Steve Lykins
  • Plans on CD, verify with Tim Lawrence
  • Landscaping completed, verify with Steve Lykins
  • Sidewalk installed , verify with Steve Lykins
  • Road improvements completed , verify with Steve Lykins
  • Maintenance Agreement has been recorded and copy on file, verify with Rich Atkinson

If food preparation is involved, the Gwinnett County Environmental Health Department must make a final inspection and a copy of his/her approval must be provided by the contractor for the City’s file. The Health Inspector can be reached at 770-963-5132.

If the building or business has tied into the sanitary sewer system, if there are grease traps on-site, or any new construction, then a final inspection must be made by Gwinnett County Department of Water Resources. There is an “automatic” hold on all non-residential permits until a written release is received from GCDPU. Their phone number is 770-822-7150.

There will be no temporary sign permits or occupational tax forms processed or approved until the Final Certificate of Occupancy has been issued by the Building Inspector.

What does the City of Duluth Building Inspector inspect?
Footings, Slabs, Electrical and Plumbing in the slab, Framing, Electrical, HVAC, Plumbing, and Fireplaces. If you have any questions, you may email or call our building inspector (Ray Campbell) at 678-386-4585 between 8 a.m. and Noon weekdays. Framing, electrical, mechanical/HVAC and plumbing should all be completed and inspected at the same time, as one inspector will handle everything.

Final electrical and gas should be completed and inspected at the same time. Please let staff know if your project is being served by Georgia Power or Jackson EMC, so that the proper utility company will be notified of your t-pole or final meter approvals. The default is Georgia Power Company and if you do not let Staff know you are being served by Jackson EMC, it could delay setting your meters.
