Duluth’s Livable Centers Initiative

The original Livable Centers Initiative (LCI) Plan for the downtown area was completed in May, 2001. While many of the improvements identified in that plan have been implemented, there are several key elements and locations that need to be revised due to actual as-built development as well as new and emerging opportunities in the study area.
Jacobs (JJ&G) has recently completed their work on the draft 10-Year Update of the Livable Centers Initiative (LCI) Plan for downtown Duluth. Throughout this planning process, staff and consultants have made community outreach, engagement and participation the highest priority. Public workshops were held in November, 2010 and Open Houses were held in March, 2011. The amount of citizen involvement has been tremendous, with more than 150 residents in total represented at these LCI meetings. There were also work sessions and regular project updates provided to the Downtown Development Authority, the Planning Commission and to the Mayor and City Council.
Our consultant, Jacobs, has prepared the Livable Centers Initiative (LCI) Plan 10-Year Update (please see the draft PDF documents below). The LCI Plan Update was presented to the Planning Commission on May 16, 2011 and to the Downtown Development Authority on May 17, 2011; both have recommended approval of the Plan by Mayor and City Council.
