Voting Registration & Procedures
All residents of the City of Duluth who are registered voters have the ability to elect the mayor and city council members, or to vote on special referendums that affect city taxpayers. Please note that simply having a Duluth mailing address does not necessarily entitle you to vote in Duluth municipal elections: Only residents within city limits are eligible. If you are unsure of your status, contact City Hall at 770.476.3434 for verification.
Registration
To register to vote, you must be:
- a citizen of the United States
- a legal resident of Georgia
- at least 17.5 years (at least 18 to vote)
- not serving a sentence imposed by the conviction of a felony
involving moral turpitude. - not found mentally incompetent by a judge.
Georgia citizens have access to several convenient methods of registering to vote:
- Download, complete, and mail a voter registration application.
- Contact your local county board of registrars’ office or election office, public library, public assistance office, recruitment office, schools and other government offices for a mail-in registration form.
- Registration is offered when you renew or apply for your driver’s license at Department of Motor Vehicle Safety driver’s license posts.
- College students can obtain Georgia voter registration forms, or the necessary forms to register in any state in the U.S., from their school registrar’s office or from the office of the Vice President of Academic Affairs.
The Gwinnett County Voter Registration office (678.226.7210) processes all applications. Approximately 2 – 4 weeks after mailing your application, you should receive a precinct identification card that will list your political districts and polling location for City, County, State and National elections. When voting in City (Municipal) elections, Duluth City Hall is the only polling precinct. You will likely have a different voting precinct for any other elections.
All applications must be postmarked by the voter registration deadline. For the municipal election of 2013, the last day to register to vote is October 8, 2013. Registration forms are available through the Gwinnett County Elections Division by calling 678.226.7210, through the Georgia Secretary of State’s office website, at local library branches or at Duluth City Hall. Your social security number is also required at time of registration.
If you are registering for the first time in Georgia, and you register by mail, you are required to provide ID by one of the following ways:
- Mail a copy of the identification with your voter registration application
- Provide a copy of the identification to the registrar before or at the time you cast a ballot
Once you are registered, you may also verify your National, State and County precinct and polling location by visiting the Secretary of State Poll Locator.
Change of Residence
Voters are required to notify the board of registrars of their county of residence whenever they move. This can be done by writing to your county board of registrars’ office, or by submitting a new voter registration application.
If you move outside the city or county in which you are registered to vote within 30 days of an election, you may vote in your old precinct for that election. If you move outside the city or county in which you are registered to vote in excess of 30 days prior to an election, you have lost your eligibility to vote in the city or county of your old residence. You must register to vote in your new county of residence. You will be assigned a new voting precinct and polling location. Remember, if you don’t register to vote by the deadline, you cannot vote in that particular election.
VOTING
The next regular City of Duluth election is scheduled for Tuesday, November 5, 2013. There will be several ways to vote in this election, Absentee Voting by Mail, Absentee Voting in Person, and Election Day in person.
ABSENTEE VOTING BY MAIL: Absentee vote by mail applications are available on our website and may be submitted up to 180 days prior to election day. Applications will be available in Spring 2013. To vote by mail, complete the application and fax it to 678-957-7280. Instructions on how to process your absentee ballot once you receive it. A ballot will be mailed to you, and should be completed and mailed back to Absentee Ballot Clerk, Duluth City Hall, 3167 Main Street, Duluth, GA 30096. All completed ballots must be received by the Elections Superintendent prior to 7:00 p.m. on November 4, 2013 to be counted in this election.
IN PERSON: All voting will take place at Duluth City Hall, 3167 Main Street, Duluth, GA 30096. Absentee/Early Voting in person dates will be announced at the close of qualifying in August/September. No absentee/early voting is permitted by law on November 4th. On Election Day, Tuesday November 5th, the polls will also be open at this location from 7:00 a.m. to 7:00 p.m. Proper identification must be supplied to cast a vote.

NOTE: The “precinct card” you receive to confirm your voter registration and voting location is NOT a form of identification and it will not be sufficient identification to vote.
VOTER IDENTIFICATION CARD
If you do not have one of the six acceptable forms of photo ID, you can obtain a Voter Identification Card either through the Gwinnett County Registrar’s office (455 Grayson Hwy, Suite 200, Lawrenceville) or the Department of Driver Services offices, (http://www.dds.ga.gov/) free of charge.
