Ed Johnson has been employed by the City of Duluth since 1986, serving in numerous positions including Police Radio Operator, Patrol Officer, Sergeant, and Police Planner. In 2003, he became the city’s first Human Resources Manager. He is responsible for the entire range of human resources management functions.
Ed’s qualifications include an A.S. in Business Administration, an A.A.T. in Management and Supervisory Development, a B.S. in Criminal Justice, and a Master of Public Administration (M.P.A.). He has earned his Professional in Human Resources (PHR) from the HR Certification Institute, and his Certificated Human Resource Manager (CHRM) credential from the Georgia Local Government Personnel Association.

Jocelyn Schwartz joined the City of Duluth in October 2005 as the Payroll & Benefits Specialist. She has both administrative and management experience in the Human Resources field. Jocelyn graduated from Atlanta Christian College with a Bachelor of Science degree in Business Administration.
