City Manager

The City Manager is tasked to independently organize and manage the daily operations of Duluth’s City government in accordance with local ordinances, laws and policies prescribed by the elected officials. Responsibilities and authorities include orchestrating the full spectrum of activities of the City and making on-scene decisions to keep day-to-day operations running smoothly.

City Manager, Tim Shearer, has over 20 years of experience as a local government manager and over 29 years of military service and is now a Colonel in the United States Army Reserve. He holds a Master of Arts degree in International Relations from the University of Southern California, a Master of Arts degree in Strategic Studies from the U.S. Army War College, in addition to a Bachelors of Science degree in Public Administration and Political Science. Tim is married to Paula, father to 3 boys and they reside in Duluth.

Shearer is the independent focal point for daily City operations and guides the community through surges in residential, commercial, and quality of life growth. Advisement is also given to the Mayor and Council on strategic and tactical planning, budgeting, and programming. He ensures a wide range of municipal services are provided for a rapidly expanding population working with a municipal staff of 138 employees. Mr. Shearer develops, articulates and manages a combined annual budget of over $40,000,000 to ensure these funds are utilized and accounted for in a responsible, lawful manner
