Solid Waste Collection RFP
Sealed Proposals are requested and will be received by the City of Duluth, Georgia under three separate proposals for the collection of refuse (including but not limited to waste, garbage, rubble, refuse matter, filth, food scraps, rubbish, paper, recyclable matter, decayed matter and matter likely to decay) generated in the City including residential refuse, commercial, and industrial utilizing both permanent and temporary containers as well as a program for the collection of recyclable materials and yard waste. The City of Duluth hopes to achieve a solid waste management scheme for the collection of refuse in accordance with State law requiring municipalities to reduce solid waste within the City while providing a cost savings to the City and its citizens, to ensure a reduction of collection vehicles utilizing its streets, assurance that service providers providing waste collection services are insured and capable of performing the service in a competent manner, and providing for recourse by the City against service providers should complaints be received and a financial benefit to the City in the form of franchise fees for the collection of commercial/industrial refuse and temporary roll-offs.
Addendum #1
It is the desire of the City to amend its RFP currently under review by interested Waste Disposal Companies to provide for the seasonal weekly pickup of yard debris for all single family homes throughout the City as an “optional” item. Currently the City has a yard debris service provided by the sanitation vendor that requires a resident to pay in advance on an annual basis. In addition to this method of service to collect yard debris the City would like all RFP’s submitted to incorporate the cost of collecting yard debris from September 15th through January 15th of each year for all single family residencies. Leaf removal may be by placement in bags or may be raked to the curb for a vacuum truck to remove during the first part of each week. The City wants to encourage conservation and would like to see the yard waste used in other than a landfill when possible by turning it into mulch. Tree limbs weighing less than 50 pounds and other portions of trees weighting less than 50 pounds would also be eligible for pickup provided they were cut by the resident and not a professional tree removal company. Companies submitting their proposals for services to the City may provide their total cost as part of the cost of bag purchase as well as any other method they wish to propose. There is approximately 6739 single family residencies located within the City.

The City is anxious to encourage recycling and has therefore established the free recycling program and pay by the bag system. The City would be interested in any other proposals that encourage recycling in addition to the current system that solid waste disposal companies may want to propose in the RFP as an optional item.
